PAT Testing: Your obligations

As the responsible person for the safety of your employees and building’s occupants, PAT testing is recommended to check the safety of electrical appliances.

What is a PAT test? 

‘PAT’ testing, or Portable Appliance Testing is a routine inspection of portable electrical appliances to check their safety in the workplace.  Some items that are classed as portable include: Printers, photocopiers, fridge, freezers, dishwashers, microwaves, extension leads, toasters, kettles, computers, drills, food mixers, televisions, laptops, cameras etc.

When should you have a PAT test?

There is no specific rule for the frequency of PAT tests. The Health and Safety Regulations advise PAT testing to be done ‘appropriately’ to the level of risk the appliance has, which considers the class, category, work environment, age and how often the electrical items is used. This is why we recommend outsourcing to a qualified, trained electrical contractor… like us, at Safeguard.

Who is responsible?

PAT testing may be delegated or outsourced to any competent individual but ultimately, the employer is responsible for the safe condition of the workplace.

The Institution of Electrical Engineers (IEE) defines a competent person as someone who must:

• Have adequate knowledge of electricity
• Have adequate experience in electrical work
• Have an understanding of the hazards that can arise during the work
• Have an understanding of electricity at work regulations
• Understand the precautions that need to be taken
• Have the ability to recognise at all times whether it is safe for work to continue
• Have an adequate understanding of the system to be worked on and practical experience of the class of system being worked on

What should be PAT tested?

There is no set definition of what a ‘portable appliance’ is currently. However, the common interpretation is: any appliance with a plug that can be inserted into a regular wall socket. Portable does not necessarily mean moveable. PAT testing applies to fixed appliances, stationary appliances, IT appliances, portable appliances, cables, chargers and handheld appliances.

What is involved?

A full PAT test includes a visual inspection of the appliance and an in-depth check using specialised PAT testing equipment. This test checks earth continuity, lead polarity, and insulation resistance of the appliance.

How much does it cost?

From £1 per item, we can test your appliances and deem them fit for use and certify them for your peace of mind.
